PCTs failing certification exam

We have 2 PCTs that failed the certification exam and can not retake it before April 15 (they were previously in dialysis). Does anyone out there have a policy about this? We are trying to figure out if we should fire and rehire or hold the positions. Our fear is holding a PCT position in a busy clinic and burning out our certified PCTs.
Any ideas?

In California, all PCT's have to pass their CCHT by the 15th of April or they don't work. Any new hires after that date have 18 months to pass or no work. You can look in the Conditions of Coverage for specifics.
